Waterside regeneration
The Leeds & Liverpool Canal winds its way through the architectural heritage of northern mill towns including Blackburn, Nelson and Burnley. Ironically, what started life as a catalyst to growth is now surrounded in some urban areas by dereliction and decay.
Elevate, Design & Heritage Pennine Lancashire and the British Waterways Board (BWB) recently ran a Waterside Regeneration seminar to discuss aspirations for the canal and debate guiding design principles for new waterside development. The East Lancashire Leeds & Liverpool Canal Corridor Study informed workshop sessions at the seminar.
The study was funded by NWDA, English Heritage and BWB in 2003, and was recently reviewed and refreshed. It was designed to stimulate a new vision and strategy to drive the regeneration of the canal to redefine it as a key destination, important leisure attraction and as a focus for reinvestment, employment and recreation.

Dreaming of Pennine Lancashire
Back in 2004 Elevate commissioned the late Tony Wilson and his partner Yvette Livesey to suggest ideas on how sport and culture could improve the image of East Lancashire and benefit the economy. Click here to download their report, DREAMING OF PENNINE LANCASHIRE.
We commissioned Livesey Wilson Associates in 2006 to take forward some of the concepts in their report. Tony’s enthusiasm, energy and exciting ideas shaped the agenda for what has now become known as Pennine Lancashire. Elevate is continuing with this work, which will be part of Tony's legacy.

Elevate submits case to Government for sustained funding
Housing Market Renewal is a major success in halting urban decay and population drift from towns and cities in the North and Midlands, according to a new report which makes a compelling case for sustained financial and political support of the pathfinder programme. From Transition to Transformation has been prepared by the chairs of the nine housing market renewal pathfinders, including Elevate’s David Taylor. The report is based on research and analysis by regeneration experts Brendan Nevin, Philip Leather and Michael Parkinson. Click here for the full report.

Scheme update
The Transformational Agenda: Housing Market Renewal in East Lancashire. Scheme Update 2006-2019.
The Scheme Update was prepared in September 2005 for submission to ODPM (now Department for Communities and Local Government) as a bid for forward funding. Whilst much of the content is still relevant, it is subject to continuous review. Progression of the various programmes and proposals is dependent upon receipt of appropriate levels of HMR and other resources, and forward strategies will be refined and developed in the light of changes to the housing market and underlying social and economic conditions. Elevate Prospectus
The Elevate prospectus (strategic plan) was submitted to Government at the end of 2003. In March 2004, following independent scrutiny by the Audit Commission and negotiations between Elevate and the Office of the Deputy Prime Minister, £68 million was allocated from the housing market renewal fund to the two financial years 2004-2006.
The prospectus set out Elevate's vision and strategy for housing market renewal and set it in a strategic context. Download Prospectus (7.7Mb)
